California Assemblywoman Cristina Garcia accused of groping male staffer

CBS News and AP's RICH PEDRONCELLI: "The California Legislature's widening sexual misconduct scandal now includes allegations against a Democratic lawmaker known for her fierce advocacy on women's issues, including an anti-sexual harassment movement that began sweeping the Capitol last fall. Assemblywoman Cristina Garcia said Thursday she'll fully cooperate with an investigation into an allegation she groped a 25-year-old man who worked for another lawmaker in 2014. "

"Daniel Fierro alleges that she stroked his back, squeezed his buttocks and attempted to touch his crotch in the dugout after a legislative softball game. Garcia said she doesn't recall the incident."

"Fierro didn't report it at the time but in January told his former boss, Democratic Assemblyman Ian Calderon, who reported it to Assembly leaders. Speaker Anthony Rendon confirmed an investigation is underway on Thursday, after Politico first reported it."

How dry is this winter? Sierra snowpack on pace to shatter record low of 2015

The Chronicle's KURTIS ALEXANDER: "As relentless sunshine continued to pound California on Thursday, the Sierra Nevada hit a reckoning point: There’s less snowpack now than on the same date three years ago, when the winter went down as the driest in recorded history and sent shudders through cities, farmlands and the state Capitol."

"The troubling lack of snow during the winter of 2014-15 not only shortchanged the state’s drinking-water reservoirs but left the Sierra nearly unrecognizable. Normally white-blanketed forests and meadows remained a springtime green, and mountain roads were free of ice."

"The picture has become increasingly similar this year. Tahoe’s ski resorts have been forced to close many low-elevation runs while working their snow-making machines overtime, and rangers at Yosemite National Park have had to apologize to guests for the lack of snow powering famed waterfalls."

In rare Sacramento appearance, Schwarzenegger says Trump's EPA chief needs to go

LA Times' JOHN MYERS: "California’s most well-known Republican didn’t mince words Thursday in assessing the record of President Trump’s chief environmental adviser, EPA Administrator Scott Pruitt."

"He is without any doubt the wrong person at that place,” former Gov. Arnold Schwarzenegger said. “He does not represent the people. He only represents the special interests. He should be removed immediately."

"Schwarzenegger was in Sacramento to meet with seven state Assembly Republicans who support environmental protection policies. Last month, the former governor agreed to help the group in creating a new political action committee for electing Republicans in 2018."

Inglewood mayor's role in $100-million trash hauling pact is questioned

LA Times' KIM CHRISTENSEN: "When Inglewood's city council approved a $100-million waste-collection contract in 2012, the job went not to the low bidder but to another company with higher fees — and a link to Mayor James Butts Jr."

"Consolidated Disposal Services landed the 10-year contract that June, about three months after it hired the mayor's brother, Michael Butts, as a $72,000-a-year operations manager."

"The timing was no coincidence, according to a previously undisclosed complaint filed that year with the Los Angeles County district attorney's office. The complaint alleged that "as a condition for his support," the mayor asked bidders to hire his unemployed brother."

These residents are 'tired of being forgotten'

Sacramento Bee's MOLLY SULLIVAN: "Approximately 1,500 people rallied at the Capitol on Thursday asking legislators to end health disparities in California’s breadbasket, which has some of the highest child poverty rates and the worst air quality in the state."

"Nearly 4 million people live in the San Joaquin Valley, and many still lack access to health care, clean water and food, according to the Sierra Health Foundation, an organizer of the rally."

"For us to succeed, we have got to work closely with elected officials, local as well as statewide, because we know while San Joaquin Valley is responsible for growing a huge percentage of food that’s consumed in this nation, it’s also home to some of our state’s poorest health outcomes,” said Chet Hewitt, president and CEO of the Sierra Health Foundation."

House approves bipartisan budget deal, ending brief government shutdown

LA Times' LISA MASCARO: "The House passed a two-year bipartisan budget deal early Friday, sending the measure to President Trump for his signature and ending the second government shutdown of 2018."

"Federal funding expired at midnight, but voting on the budget bill was delayed Thursday by Sen. Rand Paul (R-Ky.) over his objections to its reliance on deficit spending."

"Convening early Friday morning, the House voted 240-186 to approve the deal, following the Senate's 71-28 passage hours earlier. Despite the frantic late-night sessions, lawmakers were still unable to avoid what was the second — albeit short-lived — government shutdown in less than a month."

How the Volkswagen diesel scandal could ease traffic between Sacramento and Davis

Sacramento Bee's TONY BIZJAK/RYAN LILLIS: "Could a trip across the Yolo Causeway get easier because Volkswagen sold dirty diesel cars in California?"

"A year ago, tarnished automaker Volkswagen agreed to contribute $44 million to increase electric vehicle use in the capital city as part of its punishment for installing software in its diesel cars that allowed them to cheat on smog tests."

"On Thursday, two of the Sacramento region’s major bus companies said they are working on a unique joint proposal to use a chunk of those funds to buy up to 10 electric buses and run them on 15-minute intervals over the Yolo Causeway between the UC Davis campus and downtown Sacramento, likely to stop at future employment centers in the downtown railyard."

Justin Trudeau's pitch to Silicon Valley: Come on up to Canada, eh?

The Chronicle's TRISHA THADANI: "With sleeves rolled up, Canadian Prime Minister Justin Trudeau walked into a San Francisco startup Thursday — followed by bodyguards and a flurry of media representatives — to join a brief strategy session with the company’s engineering team."

"The prime minister’s visit to AppDirect, a cloud subscriptions company with a significant Canadian presence, was part of a two-day trip to San Francisco that had a clear underlying motive: persuading more American companies to come to Canada."

"The world is going through a transformation right now, and we need to make sure we are a part of that,” Trudeau said later at a news conference, for which he rolled down his sleeves and donned a blazer. He bragged about the Canadian workforce several times, using adjectives like “educated,” “diverse” and “excited."

California DMV worker used driver's license records to steal identities, federal government says

Sacramento Bee's SAM STANTON: "A worker at California’s Department of Motor Vehicles, which is the subject on an ongoing federal bribery probe into the misuse of department computer files, has been accused of using driver’s license records in an elaborate mail and identity theft case."

"Sarah Laray Sandoval, 39, was a DMV employee with access to computer records that included driver’s names, dates of birth, addresses and other personal information that was used to steal victims’ identities and open phony bank accounts, according to a criminal complaint filed in federal court in Sacramento."

"Sandoval, of West Sacramento, is named in the complaint along with Anthony Andrew Zamarron, 37, who shares the same address as Sandoval."

A teenager killed by deputies, a missing gun and community rage

LA Times' NICOLE SANTA CRUZ/MAYA LAU: "The father of a 16-year-old teenager who was shot and killed Sunday by a Los Angeles County sheriff's deputy stood in front of a packed church seeking answers."

"Where's the gun? Where's the gun?" John Weber asked sheriff's officials as the crowd backed him up with chants and shouts. Sitting at a table with department officials Wednesday evening were members of the Sheriff Civilian Oversight Commission, their faces grim. "I know where the bullets are — they're right in my baby's back," Weber yelled."

"The death of another young black man accused of possessing a weapon was a cruel blow in this South Los Angeles neighborhood that bears a disproportionate burden of violent crime, and it comes at a time when such encounters are under intense scrutiny nationwide."

Neighbors reported her stealing mail. They never thought that would make her homeless

Sacramento Bee's CYNTHIA HUBERT: "Sylvia Velez and her North Sacramento neighbors just wanted to catch a mail thief."

"They never imagined that the alleged thief, a woman they say has been snatching packages and envelopes from doorsteps and mailboxes, would wind up homeless as a result of their inquiries."

"But that is what happened to Keesa Espley, who had been staying in a transitional living apartment for mentally ill people, after neighbors reported her alleged thievery to her landlord and police."

Congressional Russia investigators interested in 2nd dossier on Trump-Russia allegations

ABC News' BENJAMIN SIEGEL/JONATHAN KARL/TRISH TURNER: "Congressional Russia investigators are studying newly unearthed documents that are being described as a “second dossier” containing uncorroborated allegations about President Trump’s activities in Russia – this one compiled by a freelance journalist and shared with a prominent Clinton ally."

"I certainly think it’s something worth examining,” Rep. Peter King, R-New York, a member of the House Intelligence Committee, told ABC News in an interview about the second dossier. “How far we go depends on what’s there."

"Investigators with the Senate Intelligence Committee are seeking to interview the author of the second dossier, Cody Shearer, a freelance journalist and longtime ally of Bill and Hillary Clinton, a congressional source told ABC News. Shearer has told others he prepared the documents as part of his work as an independent journalist, according to a source familiar with the effort."
