Parts of Northern California at risk for supercells, tornadoes Monday
The Chronicle's JESSICA FLORES and ANTHONY EDWARDS: "A rare tornado could hit California’s Central Valley on Monday, potentially driven by self-sustaining supercells — the most dangerous type of thunderstorm.
The National Weather Service’s Storm Prediction Center forecasts a 5% chance of isolated tornadoes across portions of the Sacramento Valley — which comprises the northern portion of the Central Valley — including Sacramento, Stockton, Modesto, Roseville and Elk Grove."

Joe Biden to visit San Francisco, Los Altos Hills for campaign fundraisers
BANG*Mercury News's KATE TALERICO: "President Joe Biden is set to visit San Francisco, Los Altos Hills and Los Angeles this week, hitting up California’s deep-pocketed Democratic donors in the ramp-up to his impending rematch against former President Trump.
Among Biden’s stops is a fundraiser at the home of Robert and Danielle Klein in Los Altos Hills on Thursday, the Los Angeles Times reports. Former State Controller and venture capitalist Steve Westly will co-host the event. Tickets start at $6,600 and go up to $100,000 for hosts, $50,000 for co-hosts and $25,000 for an “advocate,” The Hill reported."
Inside the crowded field of L.A. congressional candidates in the race to replace Schiff
LAT's JULIA WICK: "The last time there was a competitive race for the congressional district now known as California’s 30th, Santana was topping the charts, Steve Jobs had just introduced Mac OS X and a Republican was the mayor of Los Angeles.
The year was 2000 and then-state Sen. Adam Schiff was challenging incumbent Republican Rep. James Rogan, who’d become a national star and liberal bugbear for leading impeachment proceedings against President Clinton."
A new bill would allow California universities and community colleges to hire undocumented students
Sacramento Bee, MATHEW MIRANDA: "The push to allow California universities and colleges to employ undocumented students without legal work permits is moving forward with the support of some California lawmakers.
Assemblyman David Alvarez, D-San Diego, introduced historic legislation this week that would direct the University of California, California State University and California Community Colleges systems to employ these students who often struggle to secure paid, on-campus jobs, internships and research opportunities."
Bay Area tech layoffs finally start to weigh down region’s job market
BANG*Mercury News's GEORGE AVALOS: "Two years of wrenching tech layoffs have weighed down the Bay Area’s job market in a big way — but experts say the impact has been somewhat mitigated by an industry realignment that’s led to significant hiring even as thousands of positions have been cut.
For decades, Silicon Valley has engaged in what tech insiders and sages call “creative destruction.” The current convulsions in the local economy may represent the latest iteration of that metamorphosis as companies execute lightning-quick shifts to artificial intelligence, clean tech and green energy industries."
Why Oakland leaders welcome state intervention, but won’t declare a state of emergency
The Chronicle's JOE GAROFOLI: "Oakland seems like a city in virtual receivership.
Gov. Gavin Newsom sent in 120 California Highway Patrol officers earlier this month because its police force is overwhelmed. Newsom and Attorney General Rob Bonta are dispatching prosecutors from the California National Guard and the Department of Justice to Alameda County to help take on a crime surge that’s centered in Oakland."

A Bay Area city just passed a rent control measure. Will others follow suit?
The Chronicle's CHRISTIAN LEONARD: "Tenant advocates in several Bay Area cities are calling for new rent control measures, potentially reining in housing costs for tens of thousands of renters in one of California’s most expensive rental markets.
Last week the Concord City Council voted to approve a rent control ordinance that would limit annual rent increases to 3% or 60% of regional inflation, whichever is lower, for apartment buildings built before 1995."
Here’s the stunning share of Bay Area homes that are at risk of poor air quality
The Chronicle's CHRISTIAN LEONARD: "The Bay Area has one of the priciest markets for home buyers in the United States. It also has among the highest levels of unhealthy air in the country — not due to pollution, but to wildfires.
That’s according to a new report from real estate listing site Redfin, which says every home in the San Francisco metropolitan area — composed, by the firm’s definition, of the city and San Mateo County — has a high risk of poor air quality. The same is true for the San Jose metro area, which Redfin defines as Santa Clara and San Benito counties."
